Academic freedom in Finland: Committee for Public Information’s Online Survey 2025

Academic freedom of research and teaching are central prerequisites for science and its development. The autonomy of universities is guaranteed by law, and in practice, researchers and research organizations have enjoyed wide autonomy in deciding what and how to conduct research and to teach. 

In addition, researchers' freedom of expression is an essential prerequisite for the dissemination of knowledge: researchers and experts working with scientific knowledge must have the freedom to publish research findings and participate in public debate without threats or pressure. 

The Committee for Public Information (TJNK) is using this survey to gather experiences regarding the state of academic freedom in Finland. The survey is directed at researchers and experts working closely with research.

Both the survey and the processing of responses are carried out anonymously. A summary of the results will be published in a report. With the respondent’s permission, the report may include direct quotations from open-ended answers. Any published excerpts will be presented in a way that ensures respondents cannot be identified. If you do not give permission, your open responses will not be quoted. This permission will be requested on the next page.
